Hmm. I guess I could look at this as a way to make it easier to pass a mandate on providing emergency services (carrot first, then stick).
As for the mental-health thing...gah. As plymouth noted, my arguments against sound more convincing than my arguments for, which is especially ironic considering my current stated position of "yes". *sigh*
