Well, yes, on both counts. I'm not assuming that the agencies in question are going to take this lying down, and I can easily imagine them deciding to pretend like this isn't happening for the next 16 months or so. Which might precipitate an interesting crisis, and would certainly further throw into sharp relief the problems that can occur when it's the executive branch that's misbehaving. *sardonic smile*
