It could be a clever diplomatic ploy. Iran might be more inclined to accede to US demands with the percieved threat of invasion hanging over the negotiations. (Of course, that's what I thought was going on with Iraq, before we drove our tanks into the country.)
For the record, I don't think that's what's going on here. I think that there really are people in the White House who want another war.
Someone needs to write a history of the Bush administration, Lemony Snicket-style. I can see it now: "A Series of Unfortunate Policy Choices".
